Look at LSP in msdn , in that case you done need to organize polling for you
monitor, where you can use Get(Tcp/Udp)Table to check peers and count time
for connected peers. The task number 3 you can do only if you have hub ( not
switched ) lan or you sit ( your app ) on gateway.
