raw socket + win xp sp2

Hi,
I made a program that prevents user to go predefined web -pages. It works
fine when you are logged in as administrator, but when logging in as a user
it gives you an error. My application uses RAW socket. I red that with xp sp2
there came restrictions that doesn’t allow users to use raw sockets. I have
tried to find a way to go round this problem. All I have learned that it
can’t be done. Is it really so? Can I do anything about it?
Is there any other way to do that kind of software?
