SOCK_RAW and fragmentation

If SOCK_RAW is used, is it necessary for the application to handle
packet fragmentation? I understand the application has to generate
everything except the ethernet header, i.e., the application must
generate the IP header, the UDP or TCP/IP header, and of course the
payload. But what about fragmentation? Who does that? Thanks.
