Yes, of course. But probably not from that layer. Try going to a lower
level in the network stack, or use a library such as Winpcap, that
allows for unhindered packet crafting.
I believe the reason XP SP2 crippled some of the raw socket
functionality was to stop the possibility of any worm misusing them.
