How to create a domain account?

I want to create a domain account from a workstation that may itself not be
in that domain. I know of the NetUserAdd function but I assume that function
alone isn't enough to perform this action. So, if I wanted to write a
general purpose function

    bool CreateUserInDomain(string username, string password, string domain)

how would I go about implementing it?
