telnet localhost

Absolute newbie question, when I type the follwing:
telnet localhost
I get the following error:
Connecting To localhost...Could not open connection to the host, on port
23: Connect failed

Is this normal? If not, how do I resolve the problem, ping works and my
hosts file maps localhost to 127.0.0.1

(I'm actually trying to figure out why my MySQL 4.1.7 service won't start)
