I've solved the problem. We need the following steps to dial via PBX:

Control Panel > Phone & Modems > Modems Tab >
Select the Modem through which you wanna dial
Properties > Advanced Tab >
Write "ATX1" in Extra Initialization Commands
OK

If it doesn't work, then also perform the following actions:

Control Panel > Phone & Modems > Dialing Rules >
Edit > Calling Card >

Select "AT&T Direct Dial via 1010ATT1"
OK

This worked for me

We've written the command 'ATX1' in the 'Extra Initialization Commands' in Control Panel. Also we've forced the modem not to detect the dial tone. When we dial to a phone attached to a PBX (not an outside line), it works but when we try calling a modem in the above mentioned circumstances, the Dial-up Networking Client gives the error: 'The Remote Computer Did Not Respond'. Please tell me the appropriate Modem settings so that I can dial to the 2nd Modem via PBX.

I've a software using MSComm control and working fine in the above mentioned circumstances. Now I've to do the same task using Dial-Up Netwroking (DUN) with RAS Server.
