Can't VPN or RD for 5 min. after logon?

Since installing XP SP2, I can not establish an outgoing VPN or
RemoteDesktop connection for 5 minutes (exactly 300 seconds AFAIK) after
XP logon. Does anyone know why? Before SP2, I could do either as soon
as USERINIT.EXE ended, which was (still is) only a few seconds after
logon. Thanks.
