bandwidth

What are the elements which depends the bandwidth of a link ( in
particular with ADSL ) ?
I think there are :
the bandwidth supplied by the provider,
the bandwidth supplied by the WEB site and
the number of requests done in the same time by the client
application(s).
Is it right ?
Is a client application able to be prior and use the majority of the
bandwidth when there are several appplications using the bandwidth and
how ?
Is a server able to limit the bandwidth for one user ?
