P2P Installation Issues

Hey all, a friend of mine (running latest XP Pro) installed the advanced networking pack so he could play with some apps that I made. So, here are the steps he took, which I thought he needed to do in order to install/run p2p on the computer.

1. Downloaded and installed the advanced networking pack
2. went to start->run "cmd" and typed "ipv6 install" and it installed succesfully.
3. Reboot (didn't know if this was needed, but did it anyway)
4. ran "ipconfig" do double check that IP's were IPv6 and teredo was up and running

He starts up the app and it dies upon a call to PeerGroupStartup(..). We're stumped as to why this is, so I tried the MS app GroupBrowser. Same thing, cannot start up because it thinks the advanced net pack isn't installed. I did some futher investigation, took at look at what services his computer was running compared to mine (which works) to see if there were any differences in the p2p stuff. He does NOT have 4 p2p services even showing up, which I do, they are:

Peer Name Resolution Protocol
Peer Networking
Peer Networking Group Authentication
Peer Networking Identity Manager

I have no clue why those are not even showing up as possible services to start, but they aren't. I'm sure this is why the p2p API call is failing, but why aren't they showing up? What else do I need to do in order to install/setup the system? Please help! Need to have this running by tomorrow if at all possible....
