>From what you described below, the delay happens while waiting for the
second receive. Some questions to help debugging -

1) Do you have a packet sniff (made by netmon or any other tools) before and
after the delay? Look for which packet/event takes the longest time.
2) What is this "second receive"? Who sends it? Who receives it? What is the
expected behavior? And why does not the sender send this receive in time?
3) Since you've noticed some behavior difference between Netscape and IE, do
two packet sniffs on both sessions and compare the difference.

Finally, this doesn't look like a LSP issue, but more or less look like a
high level application protocol processing issue.
