Unable to connect other PCs in local LAN

scenario:
PC-A, NT4 Standalone-server (ie not PDC or backup PDC)
PC-B, Win2K, running ICS, IP address 192.168.0.1
WORKGROUP name of local LAN: EXAMPLE (only DHCP is simulated by PC-B which runs ICS)

For a fresh installation of NT4, I was able to connect PC-A to the rest of the workgroup named EXAMPLE.
Later some problem cropped up and I had to delete and reinstall the network adapter, leading to PC-A being unable to
-ping any other PCs in the LAN (ping PC-B; result bad IP-address for PC-B)
-net view; result is ONLY PC-A is seen

At registry:
HKLM\System\CurrentControlSet\Services\NetBT\Parameter
There wasn't any value for NodeType, and ipconfig /all revealed it was a broadcast.
So i inserted a new DWORD key of "NodeType", bearing value 4. (Mixed)
Didn't work.

Since PC-B is running Internet Connection Sharing, I assume DHCP should work for the entire LAN (which does work for the rest of the PCs but not the NT4 standalone server), but PC-B also doesn't seem to be able to ping to any other PCs.

There isn't any problems on the hardware side, because PC-A has an alternative Win2K OS which connects to the network without any problems.

If anyone can tell me what might be the problem... I'd be much obliged.
