waveOutPause does not pause playback!!!!!

Hello again,
New problem when playing wave file to phone line.
After loading wave file to memory and starting playback I am attempting to
pause that playback.
Executing waveOutPause returns 0 but the file is being played to the end.
What can be wrong?
