Older cards didn't, but I suspect that all newer cards do. It might
even be part of the AC97 standard (anyone know)? How old is
"old"? I can only give a couple of examples: If you have an ISA-bus
Creative Sound Blaster, you can't do it unless you have one of the
ViBRA16X models that used 2 different 8-bit DMA channels to do
16-bit audio in two transfers per channel. All other Creative ISA
cards use one 8-bit and one 16-bit DMA channel, and will only
do full-duplex with one direction of each size.

Another example is an old ESS 1868 model which had only two
channels on the card, so you could use them together for stereo
input or stereo output, or one in each direction for mono full-duplex.

My guess is that just about any PCI card except for a few of the
very earliest ones will allow 16-bit stereo full-duplex. All recent
mainboard chipsets are probably OK as well. Probably any system
that came with Win98 or later, as a guess.
