Why IMsgServiceAdmin::ConfigureMsgService return MAPI_E_FAILONEPROVIDER once the PST file has existed?

I use IMsgServiceAdmin::ConfigureMsgService to configure a profile with a
PST file. It works fine if this method is called first time.But for second
calling,it returns MAPI_E_FAILONEPROVIDER.Why?For my understanding ,this
method should create a PST file if file not exists and just re-assign the
file name to the service if file has existed.
