MAPI spooler was removed in Outlook 2002, so the standard
IMAPIStatus::FlushQueues does not work anymore.
Two possible workarounds are listed at

Hello Guys,
Is there a way to trigger the flushing of the Outbox in OLXP/OL2003.
Specifically, I am looking to trigger a call to
IMsgStore::GetOutgoingQueue(*) but can't figure out how to do this. Any
help would be greatly appreciated.
