CreateService needs restart of the box

I use CreateService to register service to the SCM database. If the OS is
windows 2003 everything is fine, i can start my service through services.msc
immediately. However if the OS is windows 2000 then i need to restart my box
to see my service entry enabled through services.msc, so that i can start
it.

Is this a known issue on windows 2000 or is there any workaround to avoid
restarting of the box?
