File description/title on Vista/NTFS?

If you use the File Explorer utility on Vista (file view panel)
you can display many file attributes. The basic ones are
File Name, Date(s), Size, etc, that have to be kept by the file
system itself.
Many other attributes have to come from the file content, and
Vista probably has some kind of mechanism to parse at least
the file's header so that the File Explorer can display them.
My question is about the attribute "File Description". Is it
maintained by NTFS? If so how you can set it through the
code? The Microsoft documentation for File Management
Functions does not mention this issue.
I have a code that generates a lot of data and text files
in one custom-designed database. It would be helpful
to attach a "File Description" to each file, separate from
file name.
