GetCommTimeout fails with GetLastError = 87

I have some code that is failing, but I do not know why.

GetCommTimeouts fails. The handle is valid, and I pass it a local
COMMTIMEOUTS address.

When I call GetLastError, I get an 87, which tells me "The parameter is
incorrect."

Well, what parameter? Why would a parameter be incorrect?

I would appreciate any help on this.

Regards,
Joe
