As far as I know, the sorting that NTFS performs by default is only
supposed
to be there for application compatibility with old programs that always
assumed that they would get back filesystem listings in a particular order
(especially before locales other than English were prevelant).

I expect that the real reason that NTFS keeps files sorted is because
it's a by-product of the internal tree structure and it's purpose is
performance.
