Odd... but by your definition, R&S is NOT an authoritative source!!
If you look up the name Russinovich in the link you gave, you will get "No
results were found...".
Because the "&" in "R&S" is the AND operator, in order for "R&S" to be TRUE,
the result must be TRUE for both "R" AND "S".
Because the result is FALSE for "R", the result is FALSE for "R&S".
Therefore, because the result is FALSE for "R&S" for being "recognized
experts", "R&S" therefore can NOT be considered "authoritative sources".
