Interesting article, thanks. But it doesn't answer any of the questions I
asked here. It is a description of the FAT file systems structures (perhaps
the most comprehensive I've ever read) specially for FAT-32.

My question was about a documented API to logically format a (FAT) volume.
Using my own code writing the sectors directly is not a problem. I just
wanted to avoid this (low level stuff), if possible.
