Well I would spend a little more and be sure it was a dual core at least.
There is no reason in the world to debug on less than two logical processors
(where logical means a core or a hyperthread) and preferably more than two.
But that still will be less than SoftIce.

A test system to use as a target should cost around $500 to $1000.
DriverStudio was selling for over $2000. Not a smart investment any more.
When 9x was in use, it was the only decent debugger and I used SoftIce on
NT 4 to keep the interfaces the same. Also Windbg was a piece of junk that
caused your host system to blow up far too often, but that has been fixed
and it outshines SoftIce just as the sun outshines a match.
