I don't have a German version of Windows 2003 sp1 in hand. I will try to see if I can find one to reproduce the problem.
At the same time, could you create a simple C++ console application with the code you posted and let your customer run it to see
if it exhibits the same. If yes, please instruct your customer to collect version information of user32.dll (under \windows\system32\).
