Detecting when a file is changed

I have found lots of info on how to do this in .net, but I need to
achieve this on a non-.net machine, so would like to try to do this
just using the api.

I want to write a listener program that will "attach" to a file and
will fire an event when that file gets changed.

Where should I be looking?
