Assuming a machine has a reasonable amount of memory and a reasonably fast
video card, the most significant effect on apparent speed is the speed of the
hard drives. This Win2K computer I'm using for messages is relatively slow (1
GHz) and has only 512 MB of RAM but it has a very fast disk array and it feels
like a fast computer. My main development machine is a bit faster (almost 2
GHz) and has a faster disk array and it feels like a very fast computer.
