Yes, you should use something like:
return pIoReg->ir_error = ERROR_ACCESS_DENIED.
One note: since 9x is a platform not developed any more, starting VXD
programming, especially IFS one at this point in time would be a rather ugly
task with little ROI.
Taking existing solutions might be a better idea.
