The problem may come from your IEE1394 card, because the two
connections are using the same resources from a single card (Or maybe
you are using ports which are on the motherboard). Normally, you
should be able to support all ports running together (I have a card
with 3 ports and have been running all 3 with DV connections at the
same time), but your card might be underpowered.
You might have to install an additional ieee1394 card to be able to
support properly the second DV camera..
