Displaying video file on a DirectDraw surface

Hi,
Hopefully that this discussion is concern with newsgroup,
If not tell me and i will move it to other newsgroup :)
I am trying to find alternate solutions for the problem I introduced
at:

I thought to try displying and control/seek video file on a DirectDraw
surface.
The questios are:
1) Does this involve DirectShow or there are specific Video file API
handling for DirectDraw ?
2) If I will use two surfaces (with two seperate video files) and one
of them is not visible (out of the window visible coordinates) does
this one is not decompreessed because of culling.
3) can someone direct me to the API/sample/good tutorial out there to
help me start with.
