it seems this has been the case since 2002?!

Since it is documented on the WM ASF Reader that it doesn't support SetRate
shouldn't come as a surprise to anyone.

does anyone set the playrate when playing back these files?

Did you bother searching the history this newsgroup? [ apparently not ]
