Thought I'd post an update in case some poor soul found himself/herself
frustrated with the same issue. While I'm going to take another stab
at building the profile programmatically (I couldn't get this to work
the first time around), I did manage to come up with a workaround for
manipulating the outut dimensions.

Interestingly, the code from my earlier post stayed largely intact. In
the non-working case, I loaded system profiles and then modified the
dimensions programmatically. This didn't work. However, when I
created my own profile, I found that I could change the dimensions, the
bitrate, etc. So if you've encountered the same problem I did, you
might want to give that a shot. I used GenProfile.exe to create my own
prx file. Load the profile using LoadProfileByData() and hopefully
you'll have similar success.
