Converting DV PAL 720x576 to DV NTSC 720x480 ---> striped frames?!

Hi!
I have some equipment that gives me a 720x576 resolution (PAL format)
when in capture/preview. Objects look weird due to the pixel ratio
(1,067). Thus, I have to resize the stream to 720x480 (NTSC format).
The graph looks like this:
Video Source --> DV Video Decoder --> DV Video Encoder --> AVI Mux -->
File Writer
It works, but when quick movements are recorded the whole frame seems
to be striped. It looks like it alternate the scanlines between two
different frames. I believe this is a well-known (unwanted) effect, but
how do I avoid it?
I also wonder if the above graph is the most efficient one for this
task. DV decode + encode... doh!
