Refresh Merit of installed Filters

Hi
I know where to go in the registery to change the merit of directshow
filters, the only problem is that the merit change does not take affect
until one of three things happen 1. User logs in and logs out OR 2. Another
ax file is register OR 3. Another ax file is unregistered.

Is there a way i can programmically signal the system to refresh the filters
list so that the merit change takes affect immediately?
