VMR Windowless mode question

I've been playing around with VMR 7 in windowless mode the last few days; so
far I've gotten the code to the point of not giving any errors, but it
doesn't display the form I gave it either. If I move the form, the video will
appear for a fraction of a second before disappearing again.
With a little more playing around, I determined that the video is being
drawn behind the window instead of on top of it. How can I bring the video to
the forground?

I should probably mention that I'm using VB.Net 2003
