Besides the tips you got regarding filter-merits you might find it useful to
have another way to get a desired filter into a graph (think of a system
that's not completely under your control (means, you can't simply change
filter-merits, because it e.g. might break existing apps..)).
Intelligent connect always tries filters first that have already been added
to your graph - so my approach to use the elecard-decoder would be to add it
to the filter graph _before_ you try to render your mpeg2-file. If it's
possible (means, elecard _can_ decode your file), it will be used, even
without changing any registry entries (filter-merits).
