Programmatically convert from .mov to wmv.

I need a way from a c++ application to convert a quicktime file to
windows media format. Calling a managed is ok, as is using DirectX
(dshow?), wmencoder or even another sdk. The use an external codec is
ok, as long as I can reliably install that with my application. I'm
familiar in programming with directdraw, directshow and wmcoder.
What would those of you suggest as my best route of getting this done?
