Simultaneous VBI and Video capture

I am looking for a USB (1.1 or 2.0) based video capture device that is
a) inexpensive, b) compatible with WDM, and c) capable of simultaneous
VBI and Video capture.
The hauppauge WinTV/USB device I have does not seem to be capable of
this since when I attempt to connect the VBI pin while the capture or
preview pins are connected (or vice-versa), it fails claiming lack of
reources.
I need to capture them simultaneously to a) overlay WST subtitles on
video b) overlay Line21 subtitles on video and c) capture VITC from
the VBI.
