Frame rate problem

Hello,
I am new to direct X and 3D development and have recently built a
direct 3d app. It is running ok, however, the frame rate is randomly
slow sometimes. It is definitely something in the initialization,
because if I minimize the window and restore it, the frame rate will
go back to normal.
When it is slow, it is exactly half - normal is 80-85 fps or it will
run at 40-45 fps. It does not drop during operation, it always runs at
one of the two from initialization until I cause something to reset
the device.
I'm not looking for an answer, just how to go about debugging such a
problem.
