I've not heard of any official plans for when it will be removed and since
its a part of DX9 I am guessing it will have to continue to be part of the
DX9 that ships with Vista.

I would be surprised to see it in DX10 since its been obsoleted for so long.

I don't think there are (m)any cards left out there that have 2d
acceleration that would out perform even the most basic 3d operations.
