for dual-head cards, DX9 changes make it so you need 1 device for both heads
and dont have to duplicate textures and other resources. much better.

for multiple cards, then you do need multiple devices.

do remember the 2nd card is going to be PCI, since there is only 1 AGP slot.
this means you need to think about perf on a PCI card and design
accordingly.
