Windows XP 100% Usage

After installing the prescribed critial updates, my CPU utilization hit a constant 100% between Wins32 and SVCHost right after booting up (no other application running). But as soon as I connect to my ISP, CPU utilization goes back down to normal. I can't be connecting to my ISP everytime I open my laptop! Any help is appreciated.
