There are various algorithms for generating meshes from this sort of data...
I think some of them refer to "point clouds".
Most of them will be a fairly complex pre-processing step.
I can't think of any particular references (I have a book with some
algorithms in, but I forget its exact title) but this is a completely
generalised graphics problem - nothing specific to D3D (or OpenGL), so you
should find no shortage of resources.
