DirectSound - Setting the cooperative level globally

Hi,
Some applications (mainly games - no surprise) systematically set the cooperative level to DSSCL_EXCLUSIVE and don't make this behavior an option. This has the very annoying effect of making all other applications unaudible. Very often, the user doesn't want this. I can't understand why a developer would have such an unpolite behavior.
Is there any way to set the cooperative level globally so that no application could get exclusive access to the audio device?
