Speex has 3 different bitrates varying from better than toll grade, to
ultra low bandwidth 2 kbit. Speex is good if you plan on using it in
hardware or with different operating systems as it is completely open.

Microsoft WMA has voice grade codec mode which performs fairly well but is
only free if you stay restrained to Windows.
