You never got an answer to your first question. I have the same question, so
I will post it again:
Is the best or only way to install a device (USB in this case) without the
need for a Add New Hardware wizard appearing to use a signed driver that's
been through the WHQL/Winqual process?
I specifically want an answer for Windows XP. On Vista the New Hardware
Wizard does not pop up.
It's the only method that is Microsoft sanctioned and won't get your installer flagged as malware by anti-virus programs.

A related question: Our device uses a vendor-specified Class ID, currently.
Would we need to use one of the pre-defined classes instead if we were to
