the setup log files will tell you why the reboot is required. the fixed button is opened by the kernel s0 it could very well be an open handle which is requiring it

Updating a filter requires stopping and restarting of the devnode.
Some devnodes are not stoppable - the boot hard disk, for instance. I expect FixedButton to also be such.
For such devnodes, reboot is required to update the filter.
