It's a little bit better because our users havn't admin rigths. At the
first install (under admin rigths),

If you will get a WHQL signature for the driver, it will be able to install
without admin rights.

If the USB device has a unique ID in its config descriptor - then the driver
must not be reinstalled on port change, only on device change. If the
reinstall on port change occurs - then you have some bug somewhere.
