It containts the list of CAs (certificate authorities) where you can purchase a certificate.
We purchased a certificate in GlobalSign. The advantage is that we sent document scans to them and the disadvantage is that when we used their timestamping server to timestamp the signature, Vista refused to install such driver. We had to use Verisign timestamping server to timestamp the signed driver. Don't know why this happened but it's not so big problem so I didn't investigate the question deeply.
