Install Driver Error (CM_PROB_FAILED_START)

HI all :

I am write a PCI Device Driver, but got a problem ,
we total plug in the smae 30 PCI Device on the PCI bus,
29 PCI Device was work well, But the 30th driver can be
install, always got CM_PROB_FAILED_START message

How to debug the problem, I have no idea .
