Windows 2003 Server x64, CreateService : This driver has been blocked from loading

Hello,
I'm using special driver for handling raw Ethernet frames which I partially developed. Up to now all the development was done on WinXP SP2 (everything is fine) but after I moved to Windows 2003 Serve x64 when I'm trying to load driver via CreateService function I'm getting this message "This driver has been blocked from loading". Of course I have 64-bit version of this driver cross-compiled on WinXP using WINDDK ver. 3790.1830.
What could be a problem and how to solve it?
